Urban Sanitation Practices and Capacity Enhancement for Scale

USPaCES is an initiative supported by USAID in 8 Indian cities with the aim of: a. Building local government capacity for participatory planning and service delivery. b. generating and using community data for planning, implementation and budgeting for sanitation services; c. demonstrating innovative, replicable, scalable and inclusive processes and models of water and sanitation service delivery in poor communities that can help cities achieve and sustain its goals under SBM; and d. spreading the scale and integration effects by contributing to the attainment of GOI's other urban Missions AMRUT, SMART Cities, and PMAY. CURE is working with the project cities to Improve effectiveness of their planning and water and sanitation service delivery, especially in slum communities by helping cities; a. engage with people; b. generate and aggregate data, spatialze it on GIS (SANMAN), and analyse the information to determine gaps, target and deliver services as per norms/community needs and monitor interventions to ensure sustainability. USPaCES is an expansion of an existing programme "PASS" Pani aur Swachta main Sajhedari supported by USAID in Delhi and Agra. PASS aims to deliver improved and integrational WASH services to poor communities - taps and toilets at home, to ensure equality, better health and enhanced productivity for sustained poverty reduction. CURE does this through innovating and building scalable service delivery models (SANMAN, Decentralized and De-engineered solutions such as simplified sewers, slum networking, cluster septic tanks , customized home toilet, financing models, slope restoration and wastewater treatment to prevent flooding etc. ); and undertake a behaviour change communication (BCC) programme to nudge behavior change. CURE has also evolved an ecological approach to improving health outcomes with slums becoming part of the solution to urban resilience. CURE is reaching 114,000 households in 140 slum settlements in all the cities.
