Implementing Rajiv Avas Yojna: Creating Local Capacities and Data, (RAY)Gangtok
The Urban Development and Housing Department, Sikkim was supported and enabled to implement RAY. A contextually relevant framework for the development of slums in all of Gangtok was prepared. This was based on a mapping of all the city’s slums, household surveys and community consultations. Community interactions at the slum and ward level, helped identify solutions specific to the particular slums and according to the topography of the city. De-engineered solutions were proposed that would integrate the slums within the city. Local institutional capacity was created to implement slum development at city scale. The data was spatialized using GIS and a GIS-based MIS was prepared as per RAY requirements
